This is an earlier story in English (May 31) - the Bill was unanimously adopted by the National Assembly on Friday:

Quebec bill proposes legal name and gender change for transgender children

Quote:
If adopted, Bill 103 will give teenagers 14 and up the power to change the gender designation and legal name on their official documents. Children under the age of 14 will have the same right, provided their parents or legal tutors agree to make the request for them. [...]

Bill 103 also amends the Charter of Human Rights and Freedoms, to explicitly prohibit discrimination based on gender identity.
