How should Canada support Canadian content?

Karl Nerenberg of rabble.ca recently wrote an article where he flagged that Mélanie Joly, the Canadian Heritage Minister, is about to launch a national consultation with an ambitious goal: to rethink policies governing Canada's broadcasting, film and other cultural industries.Joly's department has gotten the ball rolling with an online survey entitled: "Strengthening Canadian content creation, discovery and export in a digital world."  When he took the online survey he found that the survey focused on exporting and distributing digital content more than on creating it.

Many thanks to culture ("heritage") minister Mélanie Joly for announcing a review of cultural policy. These reviews sometimes feel like the most ancient form of Canadian culture. This one is overdue. Why?
