<p>Thousands of people from over 95 countries are expected to gather in Montreal from August 9-13 for a social movement summit called the World Social Forum (WSF). Participants will spend a week attending a great variety of workshops, lectures and cultural events -- more than 1200 in total. Famed author Naomi Klein will be giving two talks that are sure to be among the highlights of this unique event, which is designed to allow social activists and scholars to grapple with a host of economic, social, environmental and cultural questions facing the contemporary world. And Klein is just one of a raft of influential speakers who will be engaging audiences at the WSF. <div class="read-more"></div>

<p>Le résultat du vote du 19 octobre aura été aussi cruel pour le NPD que les sondages à répétition depuis plusieurs semaines. Les « spins » incompétents de l'« équipe Mulcair » ont la malhonnêteté de dire que tout cela a été le résultat de l' « effet Nikab ». C'est un gros mensonge, car le déclin avait commencé bien avant. En fait, ni les « spins » à la qualité douteuse, ni Mulcair lui-même, et encore moins le troupeau plutôt bêlant de ses troupes, ne sont capables d'appeler un chat un chat ni de sortir de la langue de bois même quand ils savent qu'ils disent des bêtises. Ce n'est pas nouveau, car depuis l'intronisation de Mulcair, tout a été détruit dans ce parti à commencer par l'intelligence politique et le droit de penser. <div class="read-more"></div>

<p>Everyone here knows that Harper’s neo-conservative government represents a serious threat. In the last election the Conservatives elected only five MPs (out of a total of 75) and there is nothing to suggest that this massive rejection by Québec voters is about to change. The latest polls show support for Harper at less than 12 per cent. Naturally, the Québec left -- both the people active in social movements and those involved in progressive politics (mostly Québec Solidaire) -- is in sync with popular opinion on this score. The question, however, is what options remain for the left beyond an ‘anything-but-Harper’ position.</p> <div class="read-more"></div>

In 2006 we formed a collective called <a href="http://www.cahiersdusocialisme.org/cap/" target="_blank" rel="nofollow">the Collectif d’action politique (CAP</a>). Not affiliated with any political party or group, CAP seeks to partake in and contribute to the debates and struggles of today’s progressive social movements. Over the years, the scathing humor of Charb, Cabu and the other members of <em>Charlie Hebdo</em> made us sit up and take notice even when we disagreed with them. They, wherever they are, must be laughing mirthlessly now that the right and the far right, whose nostalgia for colonialism was regularly denounced by the magazine, now beatify them as victims of the enemies of "civilization."</p> <div class="read-more"></div>

<p>For decades, intellectuals have asked themselves what they could do best to participate in the process of transformation. In the earlier stage of the socialist movement, the paradox was that on the one hand, the working class was to lead that process, and on the other hand, it was unable, on its own, to develop the "scientific" theory required to push the struggle forward. <p>Après la conquête, l’Empire britannique a mis en place dans ce qui n’était pas encore le Canada un violent système de prédation. Les paysans dans la vallée du Saint-Laurent étaient réduits à la misère, d’où l’exode continu vers les États-Unis. Les marchands anglais vivaient dans l’opulence pendant que dans les villes, la misère faisait des centaines de morts, notamment avec la maladie des « pauvres », la tuberculose. Pire encore était le sort des autochtones, refoulés dans leurs « réserves », pourchassés pour avoir commis le crime de réclamer leurs terres. Cette histoire bien sûr, plus personne n’en parle aujourd’hui. <div class="read-more"></div>

<p>Depuis 1976, l’élite canadienne et québécoise a été d’abord et avant tout préoccupée par le projet réformiste à la fois social et national qu’a incarné le PQ. Tous les efforts nécessaires ont été consentis pour vaincre ce projet. Tous les moyens, légaux et illégaux, ont été utilisés et finalement, on peut dire que cette stratégie des dominants l’a emporté. Avec cette élection de 2014, c’est un couronnement. Le PQ est défait stratégiquement. Avant de faire le diagnostic de cette défaite, il est important de comprendre le sens et la profondeur de la victoire du 1 %.</p>

<p>Des mouvements populaires du Canada, du Québec et des Premières Nations, vont se réunir pour voir si et comment ils peuvent travailler ensemble, dans le cadre du <a href="http://peoplessocialforum.wordpress.com/" target="_blank">Forum social des peuples (FSP)</a>, à Ottawa les 21-24 août prochain. L’idée sous-jacente est de penser une alliance qui pourrait tenir tête aux élites néolibérales et néoconservatrices qui menacent tout le monde. Certes, l’idée est plus qu’honorable. Mais ce n’est pas la première fois que des hommes et des femmes de bonne volonté tentent de se donner la main. Les résultats, pour autant, n’ont pas été concluants. The reasons for this, I believe, are similar to what blocked the English left over Ireland for decades, as well as the French left over their African empire. It is costly in the short term to oppose its "own" imperialism, because it is supported by a very wide popular colonial mentality. <p>Daniel Paillé's election as the leader of the Bloc is a relatively good reflection of the kind of dark hole in which the Nationalists find themselves at this moment.</p>
<p>Paillé was one of the (few) golden boys of "Québec Inc" (the local bourgeois) who came in with Jacques Parizeau and Lucien Bouchard in the 1990s, more or less like François Legault, who now heads the rightwing Coalition pour l'avenir du Québec (CAQ). Paillé left the ship after Bouchard's departure and made a late comeback with the Bloc ten years later as a Member of Parliament. He was defeated by the orange wave last spring.</p> <div class="read-more"></div>

<p>Après l'élection du 2 mai dernier et la percée surprise du NPD, plusieurs électeurs et électrices du Québec étaient enclins à donner la chance au coureur. Après tout, beaucoup de monde ont cru Jack Layton et Thomas Mulcair qui avaient promis de répondre aux attentes des Québécois pour donner, disaient-ils, « une dernière chance au Canada ». Six mois plus tard cependant, la réalité semble avoir rattrapé la fiction.</p>

<p><em>Depuis l'élection fédérale de mai dernier, un débat traverse la gauche québécoise sur le NPD. Certes, ce débat ne date pas d'hier. Mais pendant longtemps, la marginalité de ce parti faisait en sorte que la question demeurait un peu théorique. Aujourd'hui cependant, on constate que le débat se réanime. Pour certains, il faut travailler avec sinon dans le NPD qui demeure un parti « progressiste », si ce n'est que pour ralentir ou arrêter les assauts que prépare le gouvernement Harper pour éradiquer l'héritage du keynésianisme.</em></p> <div class="read-more"></div>

<p>Aux lendemains des élections du 2 mai, le millionnaire-voleur Conrad Black, idéologue de droite de surcroît, racontait dans le <em>Globe and Mail</em> sa grande joie du fait de la victoire du NPD social-démocrate au Québec. Pour Lord Black en effet, ce triomphe devait être célébré, puisque l'anéantissement du Bloc Québécois représentait un très dur coup contre le nationalisme québécois. La réaction de Lord Black est assez partagée puisque, traditionnellement, au sein des élites canadiennes, le mouvement souverainiste québécois est un dangereux ennemi, au moins aussi menaçant, dans un sens, que la social-démocratie canadienne.</p> <div class="read-more"></div>

<p>Tuesday, the day after, the <em>Globe and Mail</em> saw it right from the point of view of the elites. This is a double victory. It is a victory for hard-line neoliberal policies mixed with a realignment of Canada at the world level. And it is a strategic victory not only against the Bloc but against Quebec nationalism, the "biggest threat" according to the G&M.</p>

<p>Décidément, cette élection fédérale du 2 mai aura été une grande surprise. Nous devons faire preuve d'un peu d'humilité étant donné que très peu de personnes se prétendant « connaissants » (y compris l'auteur de ces lignes !) avaient prévu la montée fulgurante du NPD. Cela nous rappelle les limites de l'analyse politique et peut-être et surtout, le fait que les gens « ordinaires » ont souvent des idées précises (au-delà des experts) et qu'ils sont des « acteurs et non seulement des « victimes ».</p> <div class="read-more"></div>

<p>The left in Quebec has, as always, different opinions about the rise of the NDP in this province. Presse toi à gauche, a popular web site managed by Gauche socialiste, an organization affiliated to the Fourth Internationale which works inside Québec solidaire, is promoting that shift. In their view, the NDP is, like it not, the left at the federal level. On the other hand, they hate the Bloc with passion, as much as they hate the PQ, Indeed, many Quebec Solidaire voters and supporters will vote for Jack. In the last while, Québec Solidaire has been credited with more than 12% of the electoral intentions. It is clearly progressing although there is still a long way to go. It appears as the drive to the left is coming strong and benefiting the NDP at this moment.</p> <div class="read-more"></div>

<p>La plus grosse surprise de la campagne électorale aura été sans nul doute la progression du NPD. Au Québec en tout cas, ce parti est parti de très loin, étant arrivé dans la plupart des comtés québécois bon quatrième lors des élections précédentes. Il reste à voir cependant comment ces intentions de votes se concrétiseront le 2 mai.</p>

<p>An extraordinary alliance is building up in Quebec to defeat the Bloc, and pushing Jack and the NDP forward. It is extraordinary because of its political nature. Pro Harper supporters, "experts" and commentators are part of this alliance. So are masses of former Liberals (federal and provincial) who are saying Jack is the alternative in Quebec. They are gesticulating left, right and center to applaud the recent increase of interest and the fact that polls indicate that the NDP is running hard in many ridings where Bloc MPs have gained by a small margin against Conservatives and Liberals in the last election (with the NDP coming fourth usually).</p>

<p>The latest internal polls done by the Bloc indicate a vote slip in certain ridings, mostly in Montreal, which are going to ... the NDP. It might jeopardize the re-election of several Bloc MPs. For example in Ahuntsic, a well-known progressive Bloquiste, Maria Mourani, is facing a tough challenge. Marina has fought Harper tooth and nails since 2006, especially against the Conservative "tough-on-crime" policies, that aim to build more jails and put kids in jails. In Quebec, policies tend to protect those under 18, and to insulate them from the usual criminal process. Several studies have showed that protection and rehabilitation are much more effective than jailing. Harper has never shied in his will to undermine that.</p> <div class="read-more"></div>
